General Introduction: Xiao Tang received his Ph.D.degree in Information and Communication Engineering from Xi'an Jiaotong University in 2018. During 2015, he served as a visiting scholar at the University of Houston in Texas, USA. He has authored over 60 peer-reviewed scientific papers published in reputable IEEE journals and conferences.
